Torfaen Council has apologised after lights in Fairwater Shops failed to be switched on when the clocks went back in October.
Rob Strinati, owner of the Fairwater Fish & Chip Bar, said he first reported the problem on 20 October as the nights started drawing in. This was six days before the switch from British Summer Time to Greenwich Mean Time on Sunday 26 October.
The business owner was concerned about the lack of light in the shopping centre.
He said the lights were not coming on by the time he closed his shop at 8.30pm.
Rob said: “I sent an email on 20 October saying the lights are not working and needed locking at and they have not been on since then. The first time they came on at a reasonable time was this Wednesday (12 Nov).”
Torfaen Council said the lights were being turned on during this time, but they had call-outs for two periods when they were not working.
Councillor Joanne Gauden, executive member for economy, skills and regeneration, said: “We would like to apologise to residents for any inconvenience caused while repairs to the lights at Fairwater shops were being completed.
“We first received a report on Monday 20th October that the Fairwater shop lights were not working correctly. A contractor attended the site on Wednesday 22 October to arrange the necessary repair.
“We received a second report at the end of Friday 7 November, which was picked up on Monday 10 November, advising that the lights were once again not working.
“This was reported to the contractor immediately and the issue was resolved by Wednesday evening. Throughout this period, we maintained regular communication with the resident to provide updates.”
